Obama vows again to close Guantanamo

Back in 2009, Obama promised to close the Base at Guantanamo Bay during his first year in office. In 2013 it remains open at a cost of $120 million annually.  More than 130 prisoners are on hunger strike, and over 20 of them are being force fed (a practice considered torture by the United Nations Human Rights Commission). Obama has blamed Congress for slowing down the closure.
